Between 1956 and 1957, he was commissioned by the Federal Council to write the report Die Flüchtlingspolitik der Schweiz seit 1933 bis zur Gegenwart (Switzerland's refugee policy from 1933 to the present), which became known as the “Ludwig Report.”
