Zionist, politician, and writer of Belarusian-Ukrainian origin, lived in Germany from 1901 to 1933, in the US from 1940 to 1960, and in Switzerland and Israel from 1933 to 1940 and from 1960 onwards; president of the World Jewish Congress and, for a time, of the World Zionist Organization.
