The National Jewish Association was founded in Cologne in 1894 by Max Bodenheimer, Fabius Schach, Moritz Levy, David Wolffsohn, and Rahel Apfel, and renamed to Zionist Federation of Germany (ZVfD) in 1897. It had around 10,000 members in 1914 and around 20,000 in the 1920s.
